Unreviewed gas patch for O32 ABI support on MIPS IRIX 5/6

The following patch

has remained unreviewed for almost two weeks.  It's necessary to allow GCC
3.0 to bootstrap in the mips-sgi-irix5.3 configuration.  I'd like to update
the GCC install docs to mention it for the upcoming GCC 3.0.1 release, but
would first like to make sure that the patch is acceptable.
