Please change your autoconf/automake for binutils

Strange.  Nick Clifton said on Wed, 30 Aug 2000 16:05:41 -0700 that
autoconf 2.13 and automake 1.4 should be usable for Binutils.

I briefly looked at my Binutils mail archive, but could not find out why
the 000227 changes cannot be merged into these tools and have a new
release of them.
