stabs vs. dwarf-2 for C programs

Daniel Berlin contributed some duplicate debug elimination code to gcc
for Dwarf-2.  It should be in the gcc 3.0 branch, if you are
adventurous.

There is an option to turn it on "-feliminate-dwarf2-dups".  I don't
know if this is the default or not.
