RTEMS configure patch missing in 2.11

The patch originally posted as

and noted as approved by Nick in

does not appear in 2.11.

As best I can tell, the last patch to config.bfd for rtems 
targets was applied on Dec 1.

I missed the fact that it had not been applied when building
both the release candidates and my first cut at 2.11 because it
just changes a few targets from COFF to ELF.  Since the tools
build and I did not bootstrap the corresponding gcc, I missed it.
