Yes and no.  Maintainers such as yourself, are free to check in
patches to files that are specific to their area of maintainership
without CC'ing them to the list.  Of course if the patch will affect
the users of that particular toolchain, then you will probably want to
post to the list, just to give them a heads-up.

For patches that affect other files (even if they are specific to the
particular toolchain they you maintain) then posting to binutils first
is the right thing to do.

For non-maintainers of course, all patches should be posted to
binutils for approval and if necessary check-in.  (If the poster does
not have write-after-approval priveldges).
