The way we do this in glibc-land is to set VERSION=2.10.90.  This then
becomes the first prerelease version number.  binutils doesn't have
prereleases (well, we haven't yet) but the important thing is that
someone looking at 2.10.90 should be aware that there's something
funny about the release.
