PowerPC vector unit (Altivec) support

I was unware of them until Mike's message earlier today asking whether
my changes were derived or made independently from them.  The fact the
Motorola patches lack copyright assignments makes their existance
moot.  Unless this situation is thought to be able to be resolved
imminently, integrating my patches may be the best way to provide
AltiVec support in a timely manner.
