** potential patch for 2.10 ** DEC Alpha bug related to AT register

This can go into the branch if some Alpha expert approves it for the trunk.  

There's also one other outstanding patch for the branch from 
Philippe De Muyter.  I'll apply that tomorrow and then make a third and 
hopefully final release candidate archive.  This means of course that the 
symbol visibility patches will not be in.  I don't want to wait for them; we 
can add them to 2.10.1 if they are in a suitable state at that time.
