gcc wince/clmips

I've created a patch to bfd/pe-mips.c and gas/config/tc-mips.c
that allows you to compile/assemble with gcc but  link with
clmips (the microsoft linker).

I'm not too adept at the gnu configure files and such so am not
volunteering to create a new target= variation for this.

the only real difference is that microosft uses a PAIR relocation
after each REFHI.

Is anyone else interested in putting this change back.

The change to pe-mips.c is I believe actually a bug in that
code for wince even when using ld.
