Go to http://sources.redhat.com/cygwin/ and click on the "install cygwin now" button. When it's done, you'll have a /bin/sh.exe (and everything else you'll need to do builds and stuff). cygwin-1.1.2.tar.gz is only cygwin1.dll and a few support utilities.
