PATCH to ld: embedded relocs for m68k COFF, 2nd take

Nick,

Please disregard my babbling yesterday about multiple compilation of
coff-m68k.c, etc. I took a closer look and figured it out. Your amendment to my
patch does exactly the right thing, and I just tested it in my configuration
and ld --embedded-relocs does exactly what I need. Thanks!

My next step will be providing the same feature for m68k ELF. I may start on
that as soon as tomorrow.
