MAINTAINERS files

Hi Guys,

  In order to help maintain the GNU Binutils files DJ Delorie and I
  have created a MAINTAINERS file along the lines of the one used by
  gcc.  We have checked this file into the binutils subdirectory and
  placed pointers to it in the bfd, include, gas, gprof, ld and
  opcodes subdirectories.  Note - we did not place this file at the
  top level, as there are different maintainer machansims for GDB, SIM
  and NEWLIB and we did not want to intefere with these.  Maybe some
  day these will all be integrated together.

  Please note that this is a first draft of the file.  If anybody's
  name was missed off this was accidental and not intentional.  Just
  drop me an email and I will sort it out.

  If anybosy else out there wants to volunteer to be a maintainer for
  a specific area, please contact me and we can start the ball
  rolling.
