PATCH BFD section load page support

The "memory page" function is implemented as an extension to the MEMORY
functionality in the linker.  Each memory section is optionally assigned a
page.

I originally looked at using OVERLAY, but it didn't fit appropriately; I'll
look again to see if my perspective has changed.
