Patch for arc-elf32

Including minor patch in addition to updates sent previously - ld test suite
should now complete.

	* config/tc-arc.c (arc_extinst): Minor corrections for
	error messages.
	(arc_common) Likewise. Make alignment argument optional for local
	symbols also, with default of zero.
