RTEMS patch for binutils release branch

I had difficulty checking out from CVS so I just used the daily
snapshot.
I guess it is close enough for the attached patch.
All this patch does is clean up a handful of configuration files to
switch most of the RTEMS targets to elf from whatever they where.
RTEMS users are currently using RPMs based on binutils-2.9.5.0.24
and this patch was derived from the one for that HJ Lu version.
It is attached and includes the ChangeLog entries as part of the
diff. It also includes the diff caused by regenerating a configure
although that is unneeded.
