    MAINTAINERS: Add myself as a RISC-V maintainer
    
    It's Kito, I have been a long-time contributor to the RISC-V ecosystem,
    and have now taken on the role of maintainer for the RISC-V binutils
    port. Add myself to MAINTAINERS to help the continued development of
    the RISC-V GNU toolchain.
