[binutils-gdb] visium: use RELOC_AGAINST_DISCARDED_SECTION

    visium: use RELOC_AGAINST_DISCARDED_SECTION
    
    The initial visium support added in commit d924db559be9 didn't make
    use of RELOC_AGAINST_DISCARDED_SECTION, and so lacked code to remove
    relocations in debug sections.
