[binutils-gdb] gas: restrict scrubber mri_{state,last_ch} vars

    gas: restrict scrubber mri_{state,last_ch} vars
    
    They're needed with TC_M68K only. Group them accordingly, just like is
    the case for Arm's symver vars.
