    LoongArch: include: Add support for linker relaxation.
    
    Add relocs and gas LARCH_opts.relax option.
    
    include/ChangeLog:
    
            * elf/loongarch.h: Add relocs.
            * opcode/loongarch.h: Add LARCH_opts.relax and macro LARCH_NOP.
