[binutils-gdb] sh: make constant unsigned to avoid narrowing

    sh: make constant unsigned to avoid narrowing
    
    Shifting into the sign bit of a 32 bit int and then converting to a unsigned
    type is less straight forward than just shifting an unsigned value.
