	PR gold/12525
	* configure.ac: Test whether static linking works, setting
	the automake conditional HAVE_STATIC.
	* testsuite/Makefile.am: Disable tests using -static if
	HAVE_STATIC is not true.
	* configure, testsuite/Makefile.in: Rebuild.
