	* arm.cc (Target_arm::Relocate::relocate): Ignore symbol type and
	defintion if relocation uses GOT entries of the symbol.
	* testsuite/icf_safe_test.sh: Fix test.
	* testsuite/icf_safe_so_test.sh: Fix test.
