	* emulparams/elf64ppc.sh (OTHER_GOT_RELOC_SECTIONS): Move .rela.opd ..
	(INITIAL_RELOC_SECTIONS): .. to here.  New define.
	* scripttempl/elf.sc: Expand INITIAL_RELOC_SECTIONS.
