	* Makefile.am (TOOL_PROGS): Set from @TOOL_PROGS@.
	(install-exec-local): Protect against TOOL_PROGS being empty.
	* configure.in (TOOL_PROGS): New, set it appropriately.
	* Makefile.in: Rebuilt.
	* configure: Rebuilt.
