	* mmix.h: Convert to ISO C90 prototypes.
	* mips.h: Likewise.
	
	* reloc-macros.h (START_RELOC_NUMBERS): Convert to ISO C90
	prototype.
	(RELOC_NUMBER): Remove !__STDC__ code.
