	* config/tc-ppc.c (mapping): Map sectoff to BFD_RELOC_16_BASEREL.
	(ppc_elf_validate_fix): Replace BFD_RELOC_32_BASEREL with

	(md_assemble): Likewise.
	(md_apply_fix3): Likewise.
