[PATCH] Use llvm-config --include-dir to find clang and llvm development headers

On Debian and Ubuntu the clang and llvm development headers aren't on
the standard include path. Add -I$(llvm-config --includedir) to
CPPFLAGS to find them.
Regenerate Makefile.in, aclocal.m4, libannocheck.pc and configure
using regenerate-configure-and-makefiles.sh.
