buildbot failures, configure Cannot find Clang development headers

Commit f7e450d21707 ("Debugging the glibcxx-test") fixed the buildbot
builds on the three fedora builders (x86_64, s390x, ppc64le and arm64)
but it is still broken on debian i386 and ubuntu riscv.
