<xsl:copy-of select="document('http://www.example.com/something.xml')"/> ought
to work, but it's possible that the Sablotron/PHP combo does not use a URI
resolver that allows external access. Perhaps it's a security / configuration
issue. I'd check the docs for those tools first.
