But you don't need a parameter at all for this, you could just use
<xsl:template name="VehicleInfo">
<b>---Vehicle Details---</b>
CLAIM ID IS: <xsl:value-of select="@Id"/> THIS IS STILL
BLANK AFTER TRANSFORMATION....
