But why this is neither a good idea, nor necessary, is an extremely 
frequent topic of discussion on this list.

It's a mistake to think you're outputting a "partial node" like this. What 
you are outputting is a string which, if your processor implements this 
optional feature (and there's no "should" about it), can be parsed as a 
tag. If you're really careful or lucky, this may create an effect you want 
downstream. If you're not, your output will just be broken.

The price of this workaround will go up as we get more XSL systems that 
don't serialize their output at all.
