RE: [xsl] Keeping "&" in xml data when parsed

In that case you're not putting the data into an XML file, you're putting it
into a non-XML file. If your XML generation code doesn't convert "&" to
"&" then it's going to create invalid XML, and subsequent operations on
the XML are going to fail.
