Sort and take the last value from the sort.

<xsl:template match="/values">
  <xsl:for-each select="value">
    <xsl:sort select="." data-type="number"/>
    <xsl:if test="position() = last()">
      <xsl:value-of select="."/>
    </xsl:if>
  </xsl:for-each>
</xsl:template>
