Why it's impossible with DTD ? XSLFO is more strict about elements from
third-part namespaces, there aren't xslt's literal result elements,
which can be placed almost everywhere. Have you tried unofficial XSLFO
DTD by Renderx at http://www.renderx.com/Tests/validator/fo.dtd.html ?
