why does it need to be printed that way?
If you succeed in getting into an XML file without including a
suitable <!DOCTYPE line then it is a fatal error and the document will
be rejected by any XML system.
Any XML system should understand   or the character with that
code value as being the same character as the one that you presumably
are trying to access with this entity reference.
