Instead, you could try :

     <xsl:for-each select="SCRIPT">
           <xsl:element name="script">
                <xsl:attribute name="language">JavaScript</xsl:attribute>
                <xsl:attribute name="src"><xsl:value-of
select="."/></xsl:attribute>
            </xsl:element>
        </xsl:for-each>

This should solve you're closing tag problem...
