I believe that Section 2.1 of the spec has your answer:
"XSLT processors must use the XML namespaces mechanism to
recognize elements and attributes from [the XSLT] namespace....
The complete list of XSLT-defined elements is specified in
[Appendix B]. Vendors must not extend the XSLT namespace with
additional elements or attributes. Instead, any extension must
be in a separate namespace."
