I checked, and the user can override STP_RELAY_TIMER_INTERVAL in head
systemtap (with '-DSTP_RELAY_TIMER_INTERVAL=...').  I just checked in
commit 17733c2 to allow the user to do the same with STP_WORK_TIMER
(with -DSTP_WORK_TIMER=...').
