[Bug runtime/11506] New: Support Crash/kdump with systemtap memory flight recorder mode

In the case of machines crashes it is desirable to extract systemtap flight
recorder mode data in memory with crash/kdump from a vmcore image. This would
allow a developer to examine the data that systemtap collected immediately
before the crash.
Systemtap has a configure option to build a shared library, staplog.so, for
crash to allow the extraction of the in memory systemtap data. However, there
has been little development and testing of this module.
For this PR would like the following:
- spec file modifications to allow easy generation of systemtap-crash sub package.
- update staplog.c to work with current systemtap/crash
- tests to verify that staplog.so works properly
