[Bug localedata/4789] incorrect abmon in polish locales

I didn't see "in different situation", but %b was created, because the 
situation, when %b would be used, was invented by English people expecting 
such months abbreviations to be used.
Months literal abbreviations aren't normally used in Polish, so in Polish it 
is legal to equate %b to %m.

English people and maybe some others (not Poles) would want to do it.

He/she can change this file (pl_PL) locally.

I accidentally used wrong word.
sed -e "s/internationalized/appropriate to all languages/"

Currently implemented date format has variable length, so small variability 
can be retained. It is the best compromise, because it has format with as most 
constant length as it can have with accordance with TRUE rules of Polish 
ortography.
