[Bug localedata/978] Wrong date_fmt used in zh_CN locale

Current one is based on the custom of people, but it doesn't follow China 
National Standard.

1. Regarding the date_fmt within my patch and the patch provided by SUSE, there 
are two major diffrences: the space character (U+0020) and the timezone info. 
According to the China National Standard GB/T 7408-94, we don't use timzone when 
presenting date or time, and there is no space characters.

2. d_t_fmt and t_fmt_ampm of my patch is aligned according to GB/T 7408-94, 
also.

3. t_fmt is used to represented the time. And we never use Chinese characters to 
represent time, and current one does not follow GB/T 7408-94, either.

Anyway, I'll try to contact suse people to make things more clear.
