cs_CZ LC_TIME changes


Hi!

This has been discussed with cs_CZ locale maintainer
http://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=218438
and others.  Also, online Czech papers like http://www.lidovky.cz,
http://zpravy.idnes.cz, http://www.aktualne.cz when writing dates
numerically use the 5.1.2006 style, with no 0 nor space padding.
