kernel-features for x86-64

I've added some defines for x86-64 to kernel-features.

Tested with --enable-kernel=2.6.0 and nptl.

Only failing test is nptl/tst-execstack.out (but that failed before
already).

Ok to commit?

Andreas

	* sysdeps/unix/sysv/linux/kernel-features.h (__ASSUME_TGKILL):
	Define appropriately for x86_64.
	(__ASSUME_UTIMES): Likewise.
	(__ASSUME_FADVISE64_64_SYSCALL): Likewise.
	(__ASSUME_CLONE_THREAD_FLAGS): Likewise.
