That makes it not a problem that it's not one of the approved minimal tools
required to simply build libc from the source distribution.
But it is certainly a problem if developing libc requires some tool that is
not in any standard GNU package. This state of affairs should not go out
in a public release.
Having tsort added to one of the GNU *utils packages would be a fine solution.
