Since ld.so internel sigaction functions are only used internally in
ld.so, they can be made hidden.

* include/signal.h [IS_IN (rtld)] (__sigaction): Add
attribute_hidden.
[IS_IN (rtld)] (__libc_sigaction): Likewise.
