A failure to build GCC generally doesn't trigger a need to rebuild
the thousands of packages built WITH GCC.

That failure to build is due to a code generation error. If you want to ship product with an error that is bad enough that it shows up building GCC itself, well, that is ultimately your choice. I'd personally never condone it.
