I've added a generic note to review and close pending patch
submissions. 'Close' here does not refer only to approving for 2.18;
it could even mean rejecting the patch or pushing review to the 2.19
cycle.
The patches pending reviews ought to be mentioned in the Pending
Reviews[1] wiki page.
