[RFC] Tag namespaces in git.

Community,
I'm proposing that we treat tags in the same way we
are treating branches.
We use the same namespace conventions as branches.
For example the tag `release/glibc-2.16' will point
at the 2.16 release.
Tags under `carlos/*' are owned by me and used for
my own purposes during development.
In addition to the branch namespaces we would have
an additional `translations/*' namespace used to tag
releases going to the translation team.
