[PATCH] s390x iconv stuff

Hi!

I've looked a little bit at the iconv patches you've posted in April
and have made some changes. In particular:
1) no need for s390-64/iconvdata/ subdirectories, this stuff can live in
normal s390-64/, no need for Implies
2) I don't see what addition of BODY_ALTERNATE and the corresponding
conditional buys - all users of it always define BODY as well and it is
not difficult to just do the test at the start of the BODY macro, without
   any changes to generic code
3) the Makefile bits simplified a little bit using patsubst/addprefix
4) some formatting changes
5) fixed a few warnings

There are still 3 warnings in utf8-utf16-z9.c, code jumps to errout
label (which uses i variable) without initializing it. Please check
all goto errout; statements, replace those where i doesn't hold the right
value with STANDARD_TO_LOOP_ERR_HANDLER (NN); for the right NN value.

The overriding of gconv-modules installation is ugly:
../sysdeps/s390/s390-64/Makefile:76: warning: overriding commands for target `/usr/lib64/gconv/gconv-modules'
Makefile:328: warning: ignoring old commands for target `/usr/lib64/gconv/gconv-modules'
but let's live with it.

I had to build my own binutils, because gas from 2005 (2.17.50.0.6)
didn't support any of the cu{12,21,14,41,24,42} instructions. I see those
were added in 2005, so perhaps that's ok to require newer binutils (2.18+,
2.19+?), but cu41/cu14 seemed to be fixed only last year, haven't checked,
would say 2007 vintage gas create incorrect insn with those two register
arguments?

I have just tested make and make install, not whether the iconv modules
still work correctly (both on z9-109 and older hw would be desirable).

Could you please update ChangeLog, fix those 3 warnings (best just verify
all STANDARD_TO_LOOP_ERR_HANDLER cases in all those new modules), test
and repost the patch? Thanks.
