[PATCH] Update http://www.gnu.org/software/libc/.


The following patch updates http://www.gnu.org/software/libc/ to
(1) mention 2.8 has been released,
(2) list libc-help in the list of mailing lists
(3) and indicate that libc-alpha is moderated.

If nobody is opposed to these changes they will be checked in on Monday.
